It encompasses the software to configure, control and monitor the Trigger-DAQ but excludes the processing and transportation of physics data. It is essentially the "glue" that holds the various sub-systems together. It does not contain any elements that are detector specific as it is to be used by all possible configurations of the DAQ and detector instrumentation.
